I'm good either way -- evenly randoming the additional hits from the bottom two teams -- or giving them to the lakers/celtics. In a snake draft, to your point, picks are:

P1: 1, 8
P2: 2, 7
P3: 3, 6
P4: 4, 5

So the evenly-random might work better.
