eBay shipping / funds availability question -- something fishy here?

Picked up a BIN card w/ a best offer a week ago. Paid immediately. Seller never marked item as shipped. Contacted seller today (1 week later) asking if the card had shipped yet. Seller said yes, though still hasn't marked the item as shipped on eBay (nor provided a tracking number, obviously). The card was $115.

My question is--why wouldn't a seller mark an item as shipped? Isn't that a requirement in order for the payment funds to become available to them? Any insight here would be appreciated.

Funds for most established sellers are instant. Meaning, the second you pay we have the money available. Some sellers do not print online tracking which may be a reason its not marked as shipped.
