I bought and paid for a card on the 31st of October and still have not received it. I sent the seller a message two days ago and no response. Sent them another earlier today and nothing. How long you do typically wait to leave a neg? It was a $35 card so it's not a tough card by any means.
The seller has 100% feedback and I'd hate to be the one to leave the first neg.

Open an INR case. Based on what happens after that, decide whether to leave a neg.

Open a case first. If eBay has to fix the problem and the seller still doesn't respond, then leave a negative feedback. But wait until eBay resolves the problem.
If he has a 100% feedback, I'm sure the seller has a valid reason things aren't going smoothly. People forget that sellers do have lives and some things are more important than eBay transaction. Maybe a family member passed or something happened to the seller unexpectedly?

I totally get that and agree, but no contact for two weeks? Hopefully everything is ok.

Open a case. I just had to do this a couple weeks ago and after a week I was refunded. I of course left a neg after it was resolved and my money was returned.

They are not.
Ebay won't let me open a case until the 18th for some reason. I asked if I should leave negative and they said yes so that's what I'm going to do and then file a claim for my refund.
Keep sending messages sellers doesn't reply. Oh well, not my problem.

the reason you cannot open a claim is because they had an extended handling time and Ebay does not allow you to open a claim until the day after the estimated delivery times.
You should not leave feedback until the claim is resolved. In most cases feedback being left beforehand will not give the seller any incentive to help resolve the matter. In this case it does not seem to matter, but do not apply what Ebay told you to future sellers.
