I am a longtime lurker who needs some Ebay advice.

I bought a card for about $150 on Ebay. I received it in the mail and noticed it had a black stain or scuff mark on one of the corners. The card is a thick white bordered 100+ point card. The Ebay listing only had a picture of the card's front and back. There were no pictures of the card's corners or angled pictures showing the card's edges. The auction's description did not mention any defects on the card.

I am disappointed because this was a card I really wanted and had I known that it had this stain on one of the corners I would not have bid as high as I did.

I message the seller asking if I can return the card and provide him with a picture of the corner with the black stain.

He suggests that instead of a return that he give me a partial refund.

I ask how much. He offers $30. I counter with $40. He states that he only has $38.61 in his Paypal account at the moment and offers that. I agree to $38.61.

48 hours go by and I never receive the partial refund from the seller.

I message the seller and politely ask if I'm going to get that partial refund.

Another 48 hours go by before he responds, and he sends me $32.12 instead of the agreed upon $38.61. He states that $32.12 "is all I had in my account at the moment." He says nothing further about whether I am going to get the balance later on so to me it sounds like this is all that I'm getting.

It's now been 9 days and I have heard nothing more from the seller and received no more money.

In the end I received a partial refund, but got $6.49 less than what was agreed upon.

I'm debating whether to leave neutral or negative feedback. Had I received the full agreed upon amount I would have not left any feedback at all or I might have given the seller positive feedback despite the ordeal. But when the seller and I agreed upon a partial refund amount and then he gives me less than what we agreed upon, it feels like the seller is not holding up his end of the bargain.

What would you guys do? Neutral feedback? Negative feedback? Just suck it up and move on since it's only $6.49?

Thanks in advanced.

Negative interaction should equal negative feedback. People "letting stuff go" is how bad sellers stay around. Hit him and move on.

Its really a tough call. As a seller I say if it good enough to keep its good enough to pay what you bid, so would never offer partials. As a buyer I see your point as well.

The key is in your communication with him. If you said the wrong thing the seller could have laid a trap for you to fall into so he can get the feedback removed and win any future claim you could still make.
