Looking at picking one up for my HOF PSA Rookie PC but notice that around 80% or so of the one's I'm finding have this black ink splatter on them. Is that a pretty common issue with these because I'm seeing one's with higher grades than I would imagine considering the ink

That is one ugly card, missing punch hole marks as well. Just find one that suits your fancy (i.e. one with no black spots and not pulled from a pack).

Black ink is a common issue with this card so is...
Poor centering
Black print line underneath Magic
Snow
Even the 9s and 10s sometimes exhibit some of these characteristics.
The missing perforations on the car din the OP could be a result of the scanner and may not be present on the actual card.

Yup, the PD issues are on most of those cards. And when you find one that doesn't have it, it's probably off centered with the black underscore under Magic haha.
Good luck, please post if you end up with a nice example!

Pass on the one shown, easily

You can definitely find better, even in the lower grades.
While my PSA 6 has the snow and line under Magic (as previously mentioned), the centering and the placement of the crisp colored autos sold me on the card.

I really like my PSA 8 for it's overall appearance.

I doubt that...

I doubt that...
Good for you, but it is a possibility.
It can happen as a result of the dust removal feature on certain scanners.
I recommend clarifying with the seller before purchasing any Magic/Bird card with missing perforations.

I appreciate all the responses guys. I just didnt know if it was uncommon and looked down upon or pretty common so the ones WITHOUT it are considered rarer to find

There are a ton of uncut sheets out there that people cut up and put there own (mostly terrible) perforations on. Heck there are probably some that do it right as well and flood the market with PSA 9s which is why I am doubtful of buying a psa 9 bird/magic and jordan as well for that matter.
edit: Would almost rather the EX 5 above with a little character but not so much that it is hard to look at. Nice 5 btw.

I used to have this BVG 7. It is free from the black snow and the print line below Magic, unfortunately a bit OC, had an edge ding above Julius as well as on the bottom right corner, but they're out there, you just need to search around..

Well it's a bit ironic as I was looking for a good thread on this card just last evening because I was about to pull the trigger on this card and of course one pops up right after I do!
Anyway, I just picked this one up, maybe overpaid a bit but I had the 10% off. The scan quality is a little fuzzy but would be interested in the opinions of this card. It doesn't appear to have the ink smear which drew me to it vs. some of the others. Of the 7s I saw I thought it had higher eye appeal. It does appear to be a bit askew on the card but many of the birds I've seen seem to be slightly elevated or slanted vs magic and Erving. Would love some thoughts as I am by no means an expert.

Definitely has a tilt to the centering but otherwise really nice.., especially for a 7

Appreciate the feedback. My main concern is that it is an authentic copy, since some people have mentioned the sheet cut (not sure how you identify those). I thought it looked very clean, and the seller said the scan quality doesn't represent the card (we will see when I get it in hand).

FWIW, only BGS will grade sheet cut cards so you should be good with the PSA flip.
