Won an auction and paid for a card on February 5. The card didn't arrive until February 21. I've never left anyone negative or neutral feedback. I messaged the seller twice on eBay and never heard anything back. I was planning on leaving neutral feedback for lack of communication and slow shipping. Is that fair?
Thanks in advance!

It depends partially on what their estimated shipping times were. If it was within that timeframe, you should not be giving neutral or negative feedback.

Where was it shipped from? Sometimes international takes a while

If domestic, I would say just not leave any feedback...you did receive the card so definitely could've been worse

Shipping timeframe said I would receive it between the 9th and 14th.

It was shipping from California to Michigan.

This is the route I am leaning towards now. The seller already has some negative feedback for slow shipping. I just plan on moving on from this point and not leaving feedback.

Mail just runs into delays sometimes. I had a slightly similar situation last month. I bought a card and it took 17 days to get from California to Texas. The tracking was dead for 16 days straight. In the end, I still leave positive feedback.

How was it shipped? Was there tracking?

It was in a bubble mailer with tracking. Shipping label was printed a full week after the purchase. The tracking took a long time to update. I would check and it would tell me the label had been created but hadn't been received at the post office.
I did receive the card though and that's the most important part. Not planning on leaving any feedback.

Since we're on this feedback topic, i just wanna add my 2 cents worth. Some might agree, others might not, i don't care. If i buy an item and pay within minutes after closing of the auction, (which i almost always do), i expect positive feedback to be left for me FIRST. I fulfilled my obligation for the transaction. Too many sellers say "once you leave me positive feedback and you are happy with this transaction, i will then leave you positive feedback" WTF is that all about? The seller should always leave feedback first, always. I probably should have a couple of hundred more positives than i actually have, but i will never leave feedback first, just the principle.

Sorry, don't necessarily agree.. I leave feedback and then you try to scam me. Then what?? You have awesome feedback and don't deserve it.. With that said I do usually leave feedback after tracking shows it was delivered...

Well, no system is perfect, however...................... if and when you leave feedback first and never get feedback left for you, which happens ALOT, sorry that's just not right.

As seller I leave feedback after I have shipped the card.

As a seller I leave feedback after its received. It's automatically set up that way thru ebay. Buyers can still be a PITA after payment is made and even tho I can't leave a negative for buyers I can still choose to leave no feedback or a comment regarding problems. If I leave feedback after you pay and you start being unrealistic about not having your card, or start cursing me because even tho I sent it same day the PO has it held up, or as someone else said, you try to scam me, or try to squeeze me for a partial refund, or damage the card to get a return because you found one cheaper? With no seller recourse for problem buyers it will be a cold day in hell before I leave it 1st lol

I think neutral might be fair, but I don't think the slow shipping was too egregious. Maybe just don't leave any feedback. Definitely don't leave a negative. I recently sold a buy-it-now card and couldn't find it, so I refunded the buyer within 20 minutes and apologized twice - he still left me a negative. Your situation seems like maybe he should get back to you about a shipping cost refund for being slow.
