I sold an 07/08 UD Premier Evgeni Malkin 3 Clr Triple Jersey *ROY* on July 14

I give buyers 7 days to make payment. Before the 7th day if the item hasn't been paid for I send them a nice reminder:
"Your payment is due. If I do not recieve payment I will have to file an unpaid item dispute against you. If there is a problem please let me know. THanks, NICK"
I usually give them an extra couple of days to respond. Didn't get a response so I filed a NPB against them. I thought I was fair. So last night, the day before I was going to close the dispute to get my FVF's back, when I got home from the rink I checked my email before bed and got this message from Ebay:
I sincerely apologize for the delay in payment. To make a long story short, my PayPal account was hacked into and my credit/debit card has been compromised. My bank has sent me a new card and the PIN is scheduled to arrive on 7/30. Again, I apologize for the delayed payment. If you check my feedback, I always pay very promptly. Had I known it was going to take this long, I would’ve sent a money order. I will make the payment as soon as I get my new PIN.

Now my question is:
Should I wait a few days more to see if he pays since today is the 30th or should I get my FVF back and send a 2nd chance offer to someone. If I relist I don't think there is anyway I will get what this card sold for. They were going for $15-25 consistently. This buyer has 100% feedback and has a feedback rating of (407).
What should I do? Any suggestions will be great. I haven't responded to his message yet.
