This guy aleix.jo approached me for an item and we talked in ebay for a confirmed price that is the price by paypal invoice.

The buyer didnt want to pay the extra ebay cost (around $170 for ebay cost alone) so it's the buyer who propse the cheaper way to pay less. I am fine for that but turn out he is just keep lying.

In order to send him paypal invoice I request him to give me his paypal email address and this guy just saying he sent me email and also send me a $1 payment request so I can get this email address. Sure I receive nothing at my end from him. (Keep lying, poor integrity)

Send him a text message by phone then he just said it is too weird to give me the email address even he wanted to buy?! (What is the logic?) scammer alert.

It's ok if the buyer did not want to buy and just tell it.

He knew my email and it is thousand ways he can let me know his email address and what's more he said he sent me email by his personal email (nothing received), and then he said he sent me a payment request in paypal so I can get his email (nothing received again). Then text him as he provided his phone no. and he said it is weird to give email address lol.

This guy like playing than buying.

So you tried to make a sale off Ebay that did not go through and you want to complain? You do know Ebay is cracking down hard on that many suspensions have been handed down in recent days for that.

So you are complaining that a guy didn't follow through with a deal that was made against ebay rule?

Please google the words "integrity" and "ethical" and report back with your findings.

Regardless if it was the buyer who proposed the deal, it is against eBay policy to negotiate a deal to buy "off of eBay" in order to circumvent eBay fees. You can have your account suspended or even banned for doing so.

This is directly from eBay's Policy:
"We don't allow our members to use eBay to contact each other to make offers to buy or sell items outside of eBay. Also, members can't use information obtained from eBay to contact each other about buying or selling outside of eBay.

Sellers are liable for fees arising out of all sales made using some or all eBay Services, even if sales terms are finalized or payment is made outside of eBay.

If you receive an offer to buy or sell outside eBay, please report it.

Make sure you follow these guidelines. If you don't, you may be subject to a range of actions, including limits of your buying and selling privileges, restrictions on listings and account features, suspension of your account, application of fees, and recovery of our expenses in policy monitoring and enforcement."

You are completely missing the point. You are "fine" with something that is completely against eBay rule. You, by accepting the deal, share as much fault as the buyer.

The buyer lying about payment is a separate issue.

It is like you and the buyer robbed a bank, the buyer ran away with the money and you come in and complain that he ran away with the stolen money. It is wrong in the first place to rob a bank.

I know its against ebay policies but if a buyer wants to sell outside of ebay I would've done the same thing as the OP because both sides benefit. In the same stance I probably wouldn't have made this thread either considering you are breaking ebay policies.
