Troublesome ebay seller

So I won this lot for my brother to start off a Bentil PC and not a minute after the auction is done, I get a message from the seller telling me that "I will hate him...I spent $200 on this lot...I'm sorry" and he proceeds to cancel the transaction on the spot. Today, I tell him that I'm going to be forced to leave a negative since this is bad business and he offers to sell me the lot for $25. What a joke.
