I'm not sure he's less desirable for smoking some weed. He's less desirable because he isn't good.

That's my thought too. I did the numbers on it and if the waive/stretch him between July 1 and August 31, then they can stretch his remaining $22,917,500 over the course of 5 years, in 5 equal payments and they count against the cap at a dollar for dollar amount over those same 5 years (unless they elect to take the cap hits all up front).
