Moving UDA Holograms - Right or Wrong?

So I saw this Jordan Jersey

being sold by tttstatechamp

but couldn't help but notice that the hologram is on the jersey. Historically, the holos on these were elsewhere because the piece was framed.

Then I went back to completed listings and noticed he bought it for 2200 from this guy who had the hologram like this:

Obviously, he moved the hologram from the bottom of frame to the jersey, but my question is, I thought the whole COA would be void if the hologram was altered in anyway.

Even though, this might be legit; whats stopping this guy from removing holos on real jerseys and putting them on fake ones; while keeping the original?

and what do you guys think about this practice?
