Of course i have issue a full refund to the buyer, but i think it is not a clear situation... May the postman have forgot to scan the letter ?

File has been opened with USPS to search my package but i do not have much hope on the result...

Until it's delivered you're on the hook for it. I have one coming to me that's hung up too. Sucks as a buyer cuz I know it's not the sellers fault, and as a seller myself, I know it sucks for you. Hopefully they can track it down for you. Probably slid under a machine or something.
