Appears to be a Topps Buyback of some kind but I have no idea. I would be grateful for any help.

Probably one of those old Topps Retired sets, maybe 2003?

Or maybe an IP or forgery that some dbag numbered and slapped an authentic sticker on? As far as I know, there’s no database to look up the authentication number so it could be from some common Topps auto.
