There is a minimum purchase before you get the discount and a ceiling on how much of a discount you can get, so it's not like ALL of ebay's sales will be getting the discount.
Still, it has to be a not-small chunk of revenue they are giving up and on many sales they surely make nothing or lose money. I guess it drives traffic...oh well, that's for them to worry about.

ebay gives mixed signals on this. If you go to where you made your offer and click on details (or something similar like that), there's something that says something like "Change your mind? Retract offer here."

But when you click that, it says you have to put a reason for retracting--and "changed mind" isn't one of them. The options are things like "made a mistake in amount" or "Seller not responding to e-mails."

Frankly, I think any offer should be retractable prior to being accepted. And it creates a real issue when there's a limited-time discount like today and you already made an offer that might not be accepted in the discount window. I went ahead and cancelled my offer with the "Seller not responsive" option when I had this situation a couple weeks ago.

I always add a note that my offer is time sensitive due to an eBay promotion and that I’d appreciate a prompt reply. The sellers pretty much always reply within the hour when I do this.
