Who is the best person to deal with at Panini for lost and unfulfilled redemptions?

I had a redemption that Ive been waiting for the last 3 years and apparently panini lost the card. I have talked to a couple of people and gave them lists of players and they either said they will look into it or just did not respond or said these players are not available nor acceptable for replacement. Who do I talk to at panini who will help me?

I don't think they do replacements anymore. They give points credit instead.
