I just have a few questions I'd value some feedback on.
1. From reading here I've taken the policy of not buying anything that comes from overseas, is this smart ?
2. the older Upper deck cards seem to be much more specific when it comes to game used gear in their cards as opposed to Panini which requires the purchaser to make assumptions ,is this accurate?
3. are their any autograph sets that are strictly on card ? (this is a big deal to me )and finally what can I expect to pay for an on card Shaq auto? I've yet to see one I can afford.
Thanks for reading

1. I buy from overseas and have never had an issue.
2. Don’t know specifically what you’re asking, but Panini usually denotes game worn vs player worn on the back of the card. Game worn is obviously game worn.
3. Revolution offers on card autos on every auto card. I know Impeccable and Flawless are mostly sticker free. Can’t help with Shaq without knowing your budget.

It sounds like you've been reading some of the more "opinionated" posts on here from certain members.
There is a risk with buying overseas, yes. But there is also a risk with sellers in the USA. Some of the biggest scams that have taken place on blowout, have been from members in the good ol' US of A. Do your research, check feedback, and make a calculated decision. Always pay with PayPal Goods.
Panini has a few sets where game-used material is stated to be from a particular game, such as Court Kings Performance Art. Upper Deck has a "holier than thou" reputation on these boards, but it's not necessarily the case. They also produce absolutely substandard trash these days too, so there's that.
And yes, there are many on-card auto only sets. I personally try to avoid sticker autos as much as possible.

If you limit yourself to not buying anything from overseas, there is a LOT that you may miss out on, including nice cards and decent prices. Fraud can happen anywhere, but if you use a credit card and PayPal for your purchases, you'll be as protected as you can be on the purchasing side of things.
If I understand your question correctly and to the best of my knowledge, I would say the vast majority of autograph sets are either entirely on-card or entirely sticker. I do know that there are some occasional exceptions (2012-13 Panini Signatures Autos for example) where some players signed on card and others signed stickers. I don't think there's anywhere that you can go to get the absolute and complete rundown on stickers versus on-card autos (please let me know if you do find such a resource), so you will have to do your own research to try and ascertain whether or not all cards in an autograph set are in fact on card. One member mentioned Flawless and Impeccable from Panini as being entirely on-card for their autos, and I think that is correct. Exquisite, Eminence and Opulence are the only other products coming to mind that I think are probably 100% on-card.
Finally, while I'm not too knowledgeable about the prices for Shaq's autos, I would advise you to check out this thread before making any autograph purchases:

I'll echo this 100%. And i'll double own on doing your research. If you're unsure of a seller/buyer - ask - there is undoubtedly someone here who has dealt with them in the past. If even after you do your research you feel unsure - move on to the next one. The hobby should be fun not stressful and uncomfortable.
