Need help ASAP...a PayPal first for me

This is really strange. Went to print a label today and noticed the payment method defaulted to my credit card on the account. However, I've always used my PayPal balance and it's always defaulted to my PayPal balance. So I went and unlinked the credit card from the account to see what would happen and I got an error when I went to print the label saying that I didn't have the necessary funds. This is incorrect however. I have $450+ in my PayPal. So I go back to the main summary and I see this:

So hit hit "accept the money" and I get this:

I chose to keep it in PayPal. Then I get this:

Now I'm confused. What is a PayPal Cash account and what's the technical name of the account I have been using for the last 5 years?

So I tap "agree and continue terms and conditions" at the bottom of that page and I've been stuck with the rotating pinwheel of death for the last 5 minutes.

Anyone know what is going on?

I know they changed their policies paying with Paypal without a bank account set up.

I know, I never clicked anything/agreed to anything, but my Paypal account now says Paypal Cash Plus account.

They were forced to change some policies on April 1st due to new banking laws that went into effect, likely has something to do with that.

It was nice using paypal balance to pay for small items or shipping fees. Now I have to add my bank account or social security number to accept my balance. With all the security breaches now i’m skeptical.

Odds are your info is already out there somewhere. All you have to do is open a secondary bank account link to that account.

I don’t have a linked account and was able transfer and keep it as PP funds

I had my PP linked to my credit card only using it as a go between account. 6 months ago I had a refund and PP did not credit and would not the refund to my credit card. Called and they stated I needed my bank account link to put the refund in or just use it. I accepted it with no problems and have been using it. Twice when using PP account it when back to charging my credit card. I have to keep an eye out when using it so I use the amount in PP instead of credit card. I did have prefer way that money coming from PP account but it has changed a couple of times back to my credit card.
