This morning I saw the offer on the home screen, activated it and checked out through the app. During the checkout process it said the 10% amount would be earned. I then logged into the website to check my balance and only received 1%.

I called eBay and they told me that even if you activate the offer, it's not valid unless you get the invite email.

They gave me the 10% as a one time courtesy, but this seems to be new. I'm pretty sure I've taken advantage of it in the past without getting an email.

Sorry, I didn't see this thread. I just posted a new thread with these details. I am going to call eBay tomorrow to see what is going on. I have a feeling I have missed out on many eBay bucks recently due to not monitoring things appropriately.
