Must be targeted. I refreshed and reinstalled the app and tried on the web.
Of course the $300 purchase sitting in my cart from Sunday probably has something to do with it.

Always have to make sure you have the newest version of the app. It sometimes won't show if you're not upgraded to new.

Is the sales tax hurting eBay's business - especially with baseball cards? They sell a $100 card they take in $10 in fees and then payout $13 in bucks - that's taking a loss on just about every transaction with this special.
I'm curious - is there some sort of accounting benefit they are taking when they offer these? For example, Q2 ends 6/30 - do they take the benefit in Q2 earnings and then book the loss (bucks) in Q3? Just seems very odd to take a 3% loss on every sale.

Just updated the app and it had me sign back in. I immediately received the offer which showed 13% on the app or 8% on site.

Always check to make sure you have yourself set up to receive offers from eBay in your settings. I've had that mysteriously turn off on me before.
If you're still not getting Bucks offers, change your registered email on file. Once I did that I started getting every offer.

Sales tax is paid by the buyer, don't think ebay is on the hook for that.

Yes, fully aware from experience! The concern is that buyers are going elsewhere to buy cards and sales volume are shrinking.

I got it this time. Yes! However, there is nothing on my watch list that is listed at $25. Got some between $5-$20 and then a couple over $50. About par. Guess I'll go find something.

I could be mistaken, but I'm pretty sure you're good as long as everything in the cart adds up to more than $25 (unless I'm confusing this for coupons). You can always check I guess if you go to check out and see how many ebay bucks it has you down for on that purchase before you actually pay just to make sure.

I know the tax has curtailed some of my buying recently. Part of the problem is that it’s an uneven playing field right now. If I pay for 10% more than a different buyer has to pay, that creates a real disincentive to purchase right now.

I’ve used it once today. If I add a card to my cart and then go to checkout, at the bottom it is still saying the correct 13% eBay bucks. Are you saying the correct amount is not showing up in the eBay bucks account ledger post transaction? This problem does occur sometimes.

usually it is on a per-item basis, not the total cart :(

Well, they will get some of this back when you use the eBucks in July. So every eBuck $1 you spend in July only goes 90% to the seller, as well. Also, I think the fees are different in different categories, so perhaps on a blended basis they think they will at least break even?

I’m on phone with eBay now. Not super satisfying. They did say they have a software glitch so even when you see the estimate of how much you are earning in eBay bucks it could be wrong. For example I pointed out that the offer is working for me since I made a purchase this morning and earned 13%, the CS rep informed me I only earned 1% and then told me about the glitch.

I wonder how far the glitch goes and if they are indeed correct. On my eBay Bucks page, I have 3 separate BIN orders all with the correct 13% off posted to that page...
Either way, the first one was the largest, I will keep an eye on that page and if it corrects itself, the order I'd want it to apply to, did.

Remember, not everyone is getting the offer and not all who get the offer will use it. I probably won't use it. Also it's capped at $100 so that means everything over $770 is still making them money and let's not forget, people tend to spend MORE per auction then they would have otherwise. A big reason why the 2011 Update Trout went up so much was because ebay was doing promos and ebaybucks all the time for a period.

Yeah honestly I’ve never noticed a discrepancy between what eBay says I will earn and the credit to my eBay bucks reward balance. Haven’t always checked but spot auditing has been mostly consistent. I’m hoping the CS rep misspoke.

They are probably projecting good profit but lackluster revenue. Offer the bucks, boost revenue, even if its at the expense of profit (presuming what I said is correct) and, viola, now you have a good earnings report.
As for the accounting, the bucks are a liability that they have probably accrued for and hung up on their balance sheet. Pull the accrual back to revenue and, viola, balance sheet looks just fine too.
