Bought something this morning off of the bay and was hit with Virginia sales tax. I knew it was coming, but it is still a shock to see it. An extra $4.56 on a $76.00 purchase. So now we have to factor in sales tax with shipping when deciding to purchase.
This does not hurt sellers, only buyers.
Here is a complete list of states that Ebay now collects, or will collect taxes on.
Starting July 1st, 2019:
Alabama
Arkansas
Indiana
Kentucky
New Mexico
Oklahoma
Pennsylvania
Rhode Island
South Dakota
Virginia
West Virginia
Wyoming
Vermont
The following five states will have it effective by Oct 1st, 2019
California
North Dakota
South Carolina
Texas
Utah
States already collects internet sale tax on eBay:
Minnesota
Washington
Iowa
Connecticut
District of Columbia
Nebraska
New Jersey
Idaho
New York

Business can be taken to Facebook groups, Instagram pages, local shows, breaker websites, etc. If sales start to move to those platforms, there will be a smaller pool of customers on eBay, and in turn, lower sales for the sellers.

So the state is determined based on the buyer's address (not seller's location)?

You are responsible for sales tax regardless of the venue you purchased the item from.
If the seller does not collect sales tax, the buyer is responsible for paying the sales tax in the form of "use tax".
This issue is not going away, ever.

I know this, you must have missed my sig.
However, nobody follows those rules, which is why states are finally enforcing this. In the short term, look for some buyers to move to other platforms where enforcement has not stretched to (eBay and a few others are the biggies for the time being). Buyers/sellers will continue to circumvent what they are supposed to do until Venmo, Google Pay, Apple Pay, Paypal, and all other payment services are impacted by all of the new legislation that is rolling out.

Yeah I was a bit confused about this too.
If it’s always Buyer’s Address,
maybe we can set up bogus Delaware addresses,
but ask sellers to ship to our “other” address :)

I believe this is already happening. I've sold numerous items this year to addresses in Delaware with usernames and account numbers in the address field. Once in Delaware, they are re-shipping to the buyer's real address.

I submitted my documentation yesterday but was charged tax today. I wonder if I will ever see that money as a reimbursement once they process my paperwork. (Assuming that's the reason.)

You will have to go through your respective state to get that money back.
