What is the price difference for Priority Mail Flat Rate Envelope between regular ebay commercial base price & sellers that get the TRS discount?

I thought they changed it to where all sellers using Ebay shipping were getting the Commercial Rate. There is no mention of a shipping discount anymore on the TRS benefits page.
