PayPal Question - Foreign accounts [Archive]

Hi all, just a quick question. Thanks in advance for your advice. I'm trying to buy some cards from someone with only 4 reviews (all positive) and he says he needs to invoice me in PayPal because his account is a Foreign account. Otherwise PayPal will convert the payment to his currency and apparently he doesn't want that to happen.

Is this okay? I've never had to do this before. Thanks again.

I'm in the UK and I can't pay in another currency unless the seller invoices me.

If I want to send say a $25 payment I have to play with the £ amount I will be charged until I get just over the required amount. I think the last one I had to send
ended up at $25.12.
