Did eBay remove cards/collectibles from the cash back category for Rakuten?

I saw I didn't receive my cash back from Rakuten last week for a sports card order, so I decided to put in a case with Rakuten for missing cash back. I received an email back that the BIN purchases I made weren't part of an official category to receive the money. That's odd, considering I hadn't had any issues up until this point going back 5-6 months when I first learned about it.

I just went to this webpage and don't see them listed any longer...

Has anyone else experienced this same issue in the last 1-2 weeks? I don't know if I hit a cap on transactions or not, definitely not in terms of the cash back since I'm a small time buyer (this was a $100+ order, so I was only expecting $2 and change back).

They rotate the categories every month, but Sports Mem has been there for awhile. You will see them change again soon. It may not be there next month either. Sometimes it can be awhile until the category comes back. I don't know if eBay picks them or Rakuten.

Yeah. It just comes and goes. 1% one day, 2% the next, could be gone the next after.
