Why doesn't eBay just take their cut up front (like Paypal) before sending over to Paypal? Essentially you're paying 3% Paypal fees on the 10% fees that eBay is going to take? It's not a lot, but can add up if you sell a bunch.

Because Paypal and Ebay are separate entities even when Ebay owned them they were separate in that regard. Once managed payments is fully implemented Ebay maybe able to do that. Ebay never touches the money unless you are in managed payments.
I would be happy if they would.

Did Managed Payments change their fee structure recently?
I am not on Managed Payment, but thinking about it.
Paypal takes their percentage and then adds on a 30 cent transaction fee.
Managed Payments started out with a 25 cent fee I believe.
Paypal transaction fee is per total transaction- if it is for 1 item or 6 items paid for together- just one 30 cent fee.
Did Managed Payment change to 25 cent fee PER ITEM? So if someone purchases 4 items and pays for them all in one payment, you pay a $1 transaction fee?
I think I saw that change mentioned somewhere but not sure.

Yes they did change it for members that signed up after a certain date the ones who signed up early are not paying the 25 cents at all.
Yes it is 25 cents per item, but for me 99% of my items sold are counting as 1 due to variations or them just buying one item also with free shipping on most of my items now its easy to build that into the mix.
However with MP they are not charging a percentage of the tax or if you have to refund you get your fees credited back to you.
