Lately I have been receiving unsolicited offers for cards I viewed.
How do the sellers know I viewed the card? The offers are going to other people that viewed the card as well. It is not to only me.

When you mark or watch a card on ebay the buy gets a bulk notification (anonymous) and they are encouraged by ebay to reduce the price at least 5% to sell the card quicker.

If you are watching the item Ebay will allow sellers to send offers to all watchers. They don't know who they are but Ebay sends it on their behalf.

I get a lot of the ones that say “you viewed this card at $10.00, it’s now $9.00”. That’s just ebay trying to get you to spend money there. That’s not coming from the sellers. But the other offers are coming from the sellers at the urging of eBay.

Not watching the card which is why I don’t get it.

It maybe something Ebay has talked about in the past where THEY send offers to buyers for like 5 or 10% off and if the item sells they make up the difference to the seller. THey had this on an update a couple of years back they maybe finally implementing it.
Or it could be just an email Ebay sends out if the seller lowers the price of an item you previously viewed its not really an offer its just an alert.

Not necessarily.
Some items are showing up in the 'Send Offers to Buyer' section without any watchers listed. So just simply viewing an item is probably what lets sellers send an offer now.

I get random notifications letting me know when Items I viewed, are discounted. and these aren't necessarily things im watching. ebay sends them, not the seller.
