need help guys on Upper Deck 93/94 Series 2

hi guys,
a fellow collector recently got some unopened UD 93/94 series 2 packs from his friend, the wrappers say 12 cards/pack.
After opening some packs he noticed that there are only 11 cards/pack :confused:
I asked him to check if maybe 2 cards are stuck together (it frequently occurs in older packs) but nope.
In the meantime he has opened all packs and there are only 11 cards/pack ?
Does somebody have a clue what could be the reason ???

Most likely option: Bad quality control at the factory. Doesn't surprise me.

Other option: packs may have been resealed.

thanks for your reply, I also tend to option 1.
His friend obviousely had the packs since a long time and he didn't sell it to the fellow but it's been a gift, so rather unlikely that the packs have been resealed but who knows :confused:

Glue and a hair crimper? I don't know how many other options the OP wants to make up. Are we in an infinite worlds scenario?
