UPDATE: WE WON!!

Amazing ending to the story!!

Long story (kind of) short: I helped my friend with penning incredibly detailed timelines and descriptions of events (we carefully described all the buyer had done, the holes in his story, the subtle changes, what made no sense, etc) and after carefully and professionally typing it all out sent everything to ebay. We left no stone unturned and Mark gave the all of his information stating that he would like to be contacted as often or in any way possible to help ebay w/this. Did any of my written messages help? Did Mark's multiple phone calls and messages make an impression? No idea. In fact, we had given up until he just got this message from ebay:

We won!! We can't believe it. 22k saved!!! We're not holding our breath that this guy's in any significant trouble, but boy was it amazing to see that he didn't get away with getting the packs and the money.

I want to thank everyone who weighed in, offered advice, provided support, etc. I'm sorry I failed to acknowledge most of it until now...I've been swamped. But I had to share this news!!

A friend of mine owns an LCS in Ypsilanti, MI. Recently he sold an original Pokemon Neo Destiny sealed box for $22k to ebay buyer itachiace07. I will spare the details at the moment, but you all can guess what happened: the buyer cut a slit in the box, took out the Neo Destiny packs, filed for a return and sent back the box with Sun and Moon and Thunder packs.

Another potential alias of this buyer is:

Does anyone have any information on this buyer, or have you seen anything like this before?

The owner, who I consider a good friend, is losing a ton of sleep over this. It won't break him financially, but he's a genuinely great guy and it's killing him to know that he is potentially powerless to stop this and, more importantly, that this guy is going to be doing this to others if eBay continues to allow him to exploit their system.

well, im assuming he has the buyers name and mailing address. thats a start. also that username comes back not valid.

Evidently there are multiple user names associated w/the address....I wonder if ebay in a return message accidentally added an "a" to the name. I am editing the OP. And here is the other name we are sure about:

Yes he'll need to open an UPS investigation. I would suggest starting a police report at the scumbags local precinct. One complaint they likely won't do much, but if there are multiple they will follow-up. Given the $ value, this is not likely the individuals first time.

Your friend's local police wont be much help unfortunately. There is a high value team within ebay that can assist (can't recall the group's name but your friend can request). I also spoke to Gordon Cheng (at the time ebay's Sportscards category manager) and his team was able to assist in some ebay history check of the individual (multiple IDs, other complaints, etc). Looks like Gordon moved on to another category but you can reach out to him to see who's the current sportscards lead. You can find him through linkedin.

Lastly, I did speak to a lawyer friend and he recommended small courts claims. However in my case, my loss was 3K or so... (The 2017 National treasures FOTL Case is probably worth 50K today!). As this is over 20K, this is an avenue your friend should definitely pursue.

Again I'm very passionate about this and hope the best for your friend. Reach out to me anytime as I probably spent over 50 hours in various discussions/research. I'll do what I can to help

I would think the local police fraud division in the addressee's county, town, or city?
$22,000 I think the cops would take notice.
I would contact UPS and EBay first to get my ducks in a row then have all the possible info for the cops.
I would also call/contact some of the local politicians in the buyers town. I have found some local politicians are more than willing to help. It's worth a call.

So why does he think he's SOL? Can't he mark on the eBay case that he didn't receive the same thing he sent? It's not like the buyer returned it as Not As Described, right? Let eBay fight the battle with the buyer.

In cases like these eBay typically sides with the buyer unless there’s history of abuse.

Just wanted to say good luck, what a horrible situation, I can't imagine with enough fight that you won't get the money back eventually one way or another even if it requires a legal fight. Good luck.

I would not celebrate quite yet. Be prepared for the scammer to contact his credit card company (you will lose), friend may need to place a stop payment at bank acct where PayPal links so automatically rejected. The downside is PP acct becomes effectively useless!
