If you want to relist the card immediately to sell it, I would just cancel the order.

Have buyer request cancel from his end.
They can only do that within an hour of the listing ending/ If they ask and you cancel your fees are still credited.
Your bigger question is do you want to relist now or later? And do you want to risk them paying to avoid the striek then causing you more issues down the road?
If you are in MP then there are no FVF fees until the buyer pays billed to your account anyway.

My question is about the ebay fees...
How to avoid me not having ebay fees from this situation?
Situation is---
Buyer: Sent Offer
Seller: Accepted
Buyer: Decides to cancel coz he thought the item is psa 10 wherein its clear on photo and post its psa 9
Now if i agree to cancel, how will i get this transaction nulled without being charged with ebay fees?
Can i cancel order (with the reasons listed on ebay)?
Or
just let unpaid case run until its close (will i be charged also of ebay fees if unpaid case is close?)??

If its cancelled before payment is made then all fees are refunded back to your account unless you are in managed payments as they take the fees out of the payment so no payment no fees.
