I was listing items today and happened to notice ship to Russian Federation was checked. I went back several more items I listed today and saw the same thing. I then checked items I've had kicking around on ebay for a year or so. All now have ship to Russian as accepted location to ship.
edit: I called ebay and there are no reports. Its really odd. Its under where you edit your listing where it says "Will ship to the US and the following locations." It gives you several choices to click and Russian is chosen on every item I just listed and have ever listed. There is no way its just me. Obviously you can't ship them but I am more worried about the site being hacked than anything.
A week ago or so I was on the app and filtering search results. I saw the language for the options changing to Russian characters. Wish I could have taken a screen shot. Blinked and they changed back to English.
Im not seeing anything similar to your problem. Sorry.

I checked my other active account and it didn't have the same issue. Its really odd. I went back to my main one and it still has the same issue. I took a picture but its really unsettling. Either ebay did it or they are being hacked there is no way around it.

On my listings, both Russia and the Ukraine are listed as places I won't ship to (there are 13 countries in my excluded list). It appears to be automatic, the only country I had manually excluded from shipping was China after I had issues with a few buyers from there.

Mine are excluded when you view it as a buyer, but when I go into my listings and edit it it has Russia Federation clicked as the one foreign country I DO ship to. Every single one of my listings whether I just listed it or its been listed for over a year.
I've never shipped to another country other than through the GSP. Like I said, when you click on my listings as a buyer Russia is excluded, but as the seller when I go to edit my listing it has it check marked as a country I do ship to.

I am seeing the same in my listings, so it's not just you. I'm not overly concerned, I would cancel any win with shipping to Russia using the "Issue with buyers shipping address" as the reason.

At least I'm not crazy. Ebay had no clue and have heard nothing about it. My main concern isn't someone buying from Russia, its the fact if ebay didn't do it, who did and what else did they or will they do.

ebay emails were about 2 hours behind on Friday. Listing confirmations and offers weren't coming in real time.

Yep, just checked my eBay listings, and they have the "Russian Federation" ship to box checked as well.
It's most likely due to that eBay eliminated shipments to Russia via the Global Shipping Program, and the system (or software engineer) checked that box instead which would still allow bidders from Russia to bid on / purchase items. Many foreign buyers have items shipped to a US address, so having that box checked still allows Russian based buyers to buy, and have items shipped to a non-Russian address.
And if you call eBay, the chance of you getting someone on the line that has any clue to the actual workings of eBay is slim to none. Most just read off of scripts, so if they had no clue what you were referring to, that is why.

That makes sense, when I call I actually get ahold of people that aren't reading scripts and are USA based. Is there a way to bulk uncheck that or would you know? Looks like I'll monkey with it later and figure it out.

You should be able to bulk change "Exclude shipping locations". Go to your selling page, select this listings you want to edit. Under "Edit fields" choose "Exclude shipping locations". You'll want to show all countries in Europe and go from there.
