2011 Press Pass Premium -- Weird Pack Pulled Card. Looking for Info

Opened up a box of Press Pass premium at the LCS yesterday. Was a solid box. Pulled a Tony Stewart Hot Threads #d /99 and a Dale Earnhardt Jr Jumbo Firesuit Autograph #d 11/11

I also pulled this card. The store owner had seen 8 or 9 boxes opened up so far, and had not seen a card with this stamp on it in any of them. Could this be a promo for 2011 Nationals that just made it in the packs by accident? I also checked ebay, and there are a couple of this card listed, but none of them have the stamp on it
