Quirk or scam?

I’ve had this happen twice lately.

Buyer buys two similar/identical items right in a row. User IDs are different but very similar. Shipping name and address are identical for each ID.

I offer combined shipping so why would someone buy them separately? To me, with the different IDs, it seems eBay’s logic is that you can’t combine shipping. So if I did, could the buyer say they didn’t receive the card and get a free card?

For the record, I shipped the cards separately.

I would ship seperate since 2 ebay id's are used. It's possible they are buying with an unregistered account

Are you running a once-per-buyer promotion that he used? I've always seen it happen for that reason.

He could be taking advantage of some third party Cashback promotion that he has multiple accounts for.
