Need help with ebay

I sold a card on ebay and used the eBay standard envelope for delivery. The item has shown in transit however has had no movement and the buyer wants a refund. Do I have any other option aside from giving the refund?

Cliffs; issue the refund and file the PIP claim.

Tell the buyer to open an "item not received" complaint with eBay....once that is done, refund and file for the PIP insurance. Do not refund until the complaint is filed.
