Curious what best way to handle this is, as it's been happening much more lately.

I started using the Ebay Standard envelope program a few months ago, and it's been great for moving sub $20 cards.

Usps isn't the best with how the tracking info updates (I understand it's not scans like Ground advantage). Sometimes there's not even a single update on the tracking, up until Delivered.

To the point of this post tho ---

Usps has been very slow with them, of late. I've had dozens in the last mo th or two that took upwards of 2 weeks or more to be delivered. Sometimes, with again no scans in between.

Because of that, I've had a growing number of refund requests for Item not Recd. I typically ask Buyer to hang on for a few more days, explaining usps has been slow, but then I ultimately have refunded after 2-3 more days, if no other tracking updates happen.

But now I have had the third time in last couple weeks where I did so, refunded, and days later I see the Item has now been Delivered. Which now removes my ability to file the standard envelope insurance claim.

Others having this issue? Any recommendations on best way to handle? It is what it is, and just accept it?

I thought you could still file for the PIP insurance if you can show proof of eBay complaint and refund.

Only refund if eBay makes you.

If eBay forces the refund and the item is delivered after the refund - typically eBay will step in and give you your money back.

If you voluntarily refund a buyer without eBay's consent, then typically you are without recourse unless the buyer is honest and sends your money back to you.

On most items this is true, with ESE its generally better to just refund and file since you are covered as a seller wither way. They usually pay even when delievered I collected on one that was marked delivered and buyer said they did not get it just a few days ago

I'm the buyer in this same situation, although the card still has not shown up. I purchased it on 12/26 and received shipping notification the following day. It shows 1 entry (30 miles from the original shipping location), the following day and then nothing since. I contacted the seller and she refunded at day 30 stating she would be able to file insurance on her end. If it ever shows up, I will contact her, but she didn't seem to be concerned. Good luck with yours.

Thank you all for all the great feedback here.

The PIP claim has really been nice with this program, takes a lot of concern away on my end. I'm not sure I realized I'd still be able to potentially do a PIP claim, even if it does show as Delivered by the time file it.

While I try not to wait too long to do a refund, with concern over Negative feedback, noted that it may be wise to let it go a bit longer, with an ebay triggered refund.

Overall, still pleased with the program. I just hope they start moving things a bit quicker again is all.

I have always issued the refund nearly immediately. The adjustment I've made is I now file the PIP claim right after the refund, because I had one denied that showed delivered. Filing right away reduces the likelihood of it showing delivered.

I would do the same. The problem is many of these have been refund requests made 3 weeks or so after purchase/ship. A ways off from the 30 days needed to file a PIP claim. And if I'm not mistaken, you have 4 days to respond to a refund request.

PIP claim is 15 days now.

eBay Customer Service. I believe they can reverse the refund especially if it says delivered.

I sold an $150 card on eBay, on the tracker it says 'Delivered,' but the seller claimed he never received it. At first, eBay sided with the buyer and I had to go to appeal. On appeal, I stated that the buyer wanted me to file a return going through USPS mail in other words, falsify an insurance report. It was then reversed in my favor. I believe eBay sided with both, he got card and money so did I.

The don't reverse it. They just refund themselves. In your case they messed up entirely. In most cases if you allow ebay to force a refund then it shows delivered they will refund seller out of their pocket. If you refunded before ebay forced it you are typically out of luck

I've been meaning to post about this. Not anymore. I made a claim under these same conditions and it was denied. I emailed the adjuster and she said the item was shown delivered and I have to deal with the buyer directly. In my case, it was delivered after a month. Buyer was super patient, finally made a claim for a refund, I refunded, and by the time I made a claim to PIP, it popped up as delivered.

Prior to this instance, PIP always refunded me.

I had one refunded just about 2 weeks ago. now with it being 15 days I would file as soon as you refund. In my case it showed delivered but buyer opened claim saying he did not get it
