I’ve noticed a trend on eBay: when I list certain cards with “Best Offer,” I’ll get multiple offers around the same price, often within minutes of each other.
These offers usually come from overseas accounts that use U.S. consignment company addresses—typically in Oregon or Delaware.
Has anyone else experienced this or am I crazy? Is there some kind of overseas pricing benchmark they’re using? It just seems odd that they’d all offer nearly the same (slightly below comps) price.

Hard to say without more specifics....
Are these in-demand cards of popular players? Are they slabbed? Are they from a popular set?
There are a LOT of people/entities "investing" in cards these days, so if the cards you are listing are of popular players, there could be a lot of interest in them from flippers all trying to eke out the same profit margin.

Fair, I would say I mostly see this type of activity on Licensed Autograph cards.
Players could range from Luka Doncic, Charles Barkley, Dwyane Wade to Jalen Green. I'm guessing autographed cards of certain players have an established floor.

There is often a premium for overseas buyers purchasing cards from domestic sellers in their market. This primarily due to the lower liquidity levels of cards available in there home market and the costs of importing cards from U.S. sellers.
Like almost every overseas collector, I have an account with a consigner (in my case shipmycards.com who have locations in Arizona & Oregon) for purchases I make from sellers on eBay. I will build up my inventory there from various individual auctions over a number of weeks and months, before shipping the cards back to the United Kingdom by courier three or four times a year.
This method gives me access to cards sold in the US and mitigate some of the costs involved. But it does not completely remove them and also I lose the gratification of regular 'mail days' that all collectors enjoy. Consequently, I am willing to pay a [reasonable] premium for the same cards from domestic sellers (either on eBay, Facebook groups or at local card shows) to keep the new arrivals coming in to my collection ticking over.
So the explanation may be as simple as oversees dealers / re-sellers, seeing an opportunity for a small/reasonable profit, by buying a card from you just below comps in the U.S.A and then selling it to their domestic buyers at a small premium above comps.

I use ship my cards to buy cards in the US and ship them to Arizona or Oregon.

Oregon or Arizona address is likely ShipMyCards as others have stated.
I'm in Australia and also use it (depending on the card/price)
