So is Luka not going to have any topps cards?

Luka was not included in the topps flagship checklist and now also isn't in the topps chrome checklist. I understand he's a panini exclusive athlete, but my understanding was as long as he's a member of the NBAPA (all active players are) they can still make base cards of him, just no autos. SGA is also panini exclusive but he's in topps chrome (and also has topps chrome autos somehow). Is there something I'm missing or is it just a mystery?

He will eventually...he has Topps Now cards.
