Buyer is from Singapore but was somehow able to bid on an item that was set for US customers only. The item was a Bettie Page cut auto from Leaf Signature and the winning bid was for $197.50. After over a week without payment, I opened an unpaid item case. A few hours later, I got this message:

Hi Joshua,

I was out of town for the past 3 weeks and just returned today.

Firstly, I had a rude shock upon checking on my eBay account. My nephew used my eBay account over the past week w/o my approval and went on a mad bidding spree with many different sellers including those US auction only.

Now I am trying my best to resolve all this mess that he has caused me and I hope that you could kindly request to cancel this transaction as this will assist in getting back your auction fees.

Otherwise could you try to offer it to the 2nd highest bidder and see if that works out.

Again, please accept my deepest apologies for this trouble and hope to have your kind understanding.

Thanks and waiting to hear back from you.

Seeing that he had bid on and apparently paid for other cards during the time his account was allegedly compromised by his "nephew", I decided to just ignore the message and hit him with a much deserved unpaid item strike. Well, one day before I could close the case, he sent full payment and then opened an "item not received" dispute through paypal. I went ahead and refunded him and closed the case, but now I can't recover my ebay fees because ebay closed the case when he submitted his payment (even though I refunded him immediately).

The guy is a joke. Block immediately.

happened absolutely the same on me just this month
This Jerk is using the same thing again and again, even the nephew lie is still the same, blocked him right away

Can't Ebay or Paypal do anything on him?

Not if sellers aren't giving him the deserved strike. Even then it takes way more than it should. The best thing you can do is set your bidding requirements to auto block bidders with 2 or more nonpays in the last 6 months.

I really wish ebay would suspend atleast temporarily those with 2 or more strikes. Of course then you have jackholes (like an unnamed member here) who just keep opening new ids to get around it.
