Is Topps replacing these since most of them were damaged?

Topps replaces any damaged cards. Simply write a letter of intent, a copy of the receipt, all the packs from the box and the box UPC and mail it to the address on the Topps Support page. Topps will replace any card that has factory damage. However, they won't for centering issues.
