Was for my Cam Newton Gold Chrome Auto Refractor. #8/10
Paid for on the 16th, Mailed on the 17th of Dec. from NY to CA. I told him it was mailed on a Saturday and its the holidays so it might take a bit longer. Buyer is a foreigner (judging by lack of ability to comprehend any english) and isnt willing to wait a few more days. Buyer says he didnt get it and paypal gives him $965 back just 6 business days after he paid for the item.
If anyone sees this card out there for sale LMK so I can contact the seller's local authorities.
USPS claim filed but wont even go in effect until 21 days after shipping.
UPDATE 12/29 - Card was delivered to his PO on 12/29 at 4AM. He should get it today.

Always makes me weary of doing foreign transactions...as USPS is NOTORIOUS for having delayed packages or simply packages that 'vanish' during transit. Did you print the label directly through paypal? That's what I always do, and if I ever use any other method I always make sure to input the tracking number.
Where exactly during the tracking process did the package get 'stuck'? Did it make it to customs? If you used Priority, then I've had international packages take a little over a month to arrive. Not sure why paypal already sided with them, as they should be aware of the situation...but when the package does arrive I'm sure you'll get your money back.

im not trying to judge here but is it just me or are the majorities of these claims and fraud foreigners?? 95% of my ebay problems consists of foreigners even the users who "had a US address"

I think they're just dumb. I got a neutral from a latino guy who said he received it in bad condition when the issue was clearly described in the listing. Very frustrating.

haha yeah sad to say i think your right to a certain degree,one of my last selling transactions on the bay was a 1996-97 sp spx force auto/100.The buyer had an Arizona address and over a month later opens a dispute saying the card was damaged.i got worried and knew when i sent the card it was perfectly fine.Well he scans it for me and trys to point out that the card was cut wrong or something which was false lol.long story short he gets refunded and my card comes back from Taiwan?? thought i shipped it to AZ?? lots of shady crap,now there is "middle men" apparently shipping overseas for their buddies and this dont jive with me at all..i got tired of selling in fear :rolleyes:

CA as in California :) i would never mail anything over $50 outside of the USA.
Problem with my shipping was that I always use paypal to do shipping, insurance and signature and all that. However when I tried to do this package they said insurance over $500 cannot be done online, so I went to the PO.
At the PO I asked for DC/Signature Confirmation AND Insurance for $965.
The clerk tells me this, well you can track by the Insurance # and since its insurance for $965 it has to be signed for.
I told her I dont care about the price and asked if she was sure. She said yes. So basically shipping was like $15.
I go to track the package 2 days later and it says we cannot track using this insurance #, and she must have made up the part that it has to be signed for. I would have done everything my way had she just not suggested anything. I never ship in the Post Office so I didnt know not to listen to the USPS clerks.

Sign up for click and ship to insure for more than 500, love this especially for selling anything off ebay or shipping orders to beckett since they cover up to 5k. then call the USPS as I have been told you can track by insurance # as well before and you have to call the post office you dropped it off at I imagine. At least for me my town is very small and I know the guy who I drop off packages with. They will punch it in and tell you who signed for it on what date, at least with me they did. GOOD LUCK
If they are going to cover something for that much they have to know it was delivered, would be stupid on their part to insure something and not have proof it was delivered. But hey it is USPS, but definitely call them and see.

Call or go to the PO where you mailed from and bring the Insurance slip and they can trace from there. It does have to be signed for though.

So he's dumb because he's Latino? Wtf are you really trying to say, and what does being latino have to do with your particular transaction?! To the OP, I wish you luck with this situation. I also agree tht for that price you shouldve bought the whole 9 (insurance and signature confirmation) if this was sent in the US. If outside the US there are other methods that protect you. Good luck!

The USPS can track by the number.
They HATE paying out insurance claims so that is why they need signature before delivering. OP can bring the number to the PO and they can track in their system to see where the parcel is.

dont want to give out user ID until I contact USPS today. I actually went to the post office and their system was down, go figure. They told me to call in a few hours with my tracking # and they will tell me more info.
If they say it is delivered then is this DBAG is commiting mail fraud?
Every single message I sent him saying just wait a day, it's the holidays and it just might be taking a little longer, his replies were abnoxious and he never actually read anything I said to him or tired to work with me.
here are some of his messages:
he paid on the 16th at night, so it was sent saturday right before Noon, maybe didnt leave PO til Monday? IDK. then his messages start
on the 22nd:
1. "said 21th-22th and i still did not get the card.what is going on here...? when ? "
I replied that was the date if he paid when he purchased the card, not 3 days later. But I assured him it was send the next day.
on the 23rd:
2. "Still not receive the card yet..................................."
26th:
3. "I dont know what the hell is going ,but still have not receive the card yet....this is not good for me... "
I understand that he is worried, I would be too its a lot of $$$. However I can't control how fast the PO gets him the card but he doesn't understand that. Basically sending me messages that he is not happy with my service. Im getting a negative here as well as losing some $ I think. PO better hive me some good news later

wow...the buyer probably got the card out ran to his computer and typed in the delivery number and seen it hasnt been updated making him very aware of this,which is why he filed the claim,crap like this burnt me several times..makes me wanna puke.I think USPS needs to start being more professional and start being held accountable for their actions!

Yeah that is crazy, I bought a item from a person off of ebay, 10 days later no card, no tracking, file claim, no response, escalate and paypal tells me they are giving the seller til 1/3/12 to respond.

i was not given any time to respond. i saw on my phone that a paypal claim was filed, by the time I got home it was past the step where they ask for my input, its on the next to final step about 1 hour after claim was opened

I think your case is pretty clean cut. You had insurance on the package. If it didn't get there, you can file a claim and get your $$ back. If they tell you the package was never scanned at any point despite and they can't locate it, then that is negligence on their part and you should be refunded. Personally, I have never heard of having almost $1k insurance on an item, without any other services (signature/delivery conf, express, etc). I use a rule of thumb, any purchase or sales over $1k automatically are shipped Express...$1k of insurance with Express shipping may be like $2-3 extra (insurance is very cheap with Express)...may have costed you ~ $10 more if you shipped Express insured and the package would have been guaranteed to get there by 12pm or 3pm the next day. I actually had a package shipped express from AZ to NJ not get here for the first time EVER, by their guaranteed next day (came a day late I guess because of the holidays) so I went to the PO with my receipt and they refunded me the $26 postage on the spot with a MO (they did not refund the insurance cost of $8).

I will agree because I consider "The South" a different country from the US...you know with all those backward views...I sold a card to some country bumpkin out there and he said I described it wrong but in fact I never added a description at all...go figure :rolleyes:

I received a Michael jordan rc in the mail a couple weeks ago with $$450 insurance.......Even though the post office has to have everything signed for that is insured over $200, They failed to realize this because ity was a paypal shipping slip!!

it better be, I can also show them an acution of the same exact card with a different serial # selling for $1850 (yea i know, unreal how I get shafted $1,000 on the final price and then $1000 by USPS shipping.

Just a thought any item that you sell for 400 or more i would send using UPS or Fedex. They have the best tracking methods it prob would have cost you the same as USPS did. Hope you get your money back .

I was in the PO one day and the clerk was explaining how the insurance value works to someone. From what I heard, the insurance doesn't work this way. The guy was saying that he wanted to insure an item for $250 and she was explaining that they don't just chop over money based on the insured value, it's more along the lines of what it costs to replace. You can see where sports cards will fall into a predicament for "value" for the PO in getting them to pay out.
Basically what it opens the PO up to for people insuring things like sports cards based on a sell value is huge amounts of fraud. Someone could create a listing for a $10 card and put a bogus BIN on it for $1000, go to the post office, ship the $10 card to "someone", recipient says he "didn't get it", sender goes to PO to file insurance claim and make $1000. It just doesn't work that way. Sure, the insurance will have stated $1000, but the post office is just going to give you the value of the item based on what it actually costs to replace. With low serial numbered cards, this is going to be a nightmare.
Again, this is what I heard at my PO. I wasn't a part of the conversation but I was in line and heard the whole thing.

Tracking should INDEED show information on an insurance number...I know for my last package insured for over 4,000, the insurance tracking didn't show up for 2 days, but it eventually did.
If you absolutely cannot use the paypal shipping system, then use stamps.com. They allow for unlimited insurance purchase. And as always, having online receipts/records is always optimal should SHTF.

So here is a question and maybe I missed the answer.. Did you print the label at home and then drop it off at the office? If so, here is a possible problem. If the employee at the post office you dropped this off at didnt give it an entry scan, it could have been lifted by anyone. The post office will then say without an entry scan, they have no proof YOU didnt just print the label and never drop it off. Ive had this happen unfortunately, but the item was $120 with delivery confirmation. I didnt get a dime because they said I cant prove I dropped it off there. Long story short, make a clerk scan these when you drop them off or it could continue to happen.

I sold a Halladay rookie auto and sent it to Canada. Card sold for two hundred and something. I mailed it out buyer waited 3 weeks and said he never got it. he opened a case and paypal refunded him in 3 days. I was like shouldnt there be a longer wait time to refund. They told me if the item dosnt show movement within a certain amount of time they will side with the buyer 100 percent of the time. I actually appealed the case and they closed that within 2 hours lol. Frickin paypal.

I was told at my PO, when I got a packaged insured with DC, that only they, USPS, can track the package from the insurance number. So assuming I had a package insured without DC, only they could track it and not me.

i was not given any time to respond. i saw on my phone that a paypal claim was filed, by the time I got home it was past the step where they ask for my input, its on the next to final step about 1 hour after claim was opened
This is the way paypal has handled my case so far, it is still open, note I am the buyer and this transaction took place off ebay, direct payment

I do not see how paypal gave him a refund so fast as you can see it will be at least two weeks before I get my money back. Not sure maybe if I call them they will refund faster.

Should have used UPS and no the post office. Faster and more reliable for high prices items. Would have been a little more money for the insurance but chances are you wouldn't be out a $1K card. Post office is useless if mailing anyting of value. I love when I tell them fragile...they stamp it fragile...then toss it 15 feet into the bin.

Frank, In all seriousness why do you bother marking anything as fragile? Do you really expect them to handle any package different than another? In fairness to them they process hundreds of millions of pieces of mail on a daily basis, how in all reality can they be expected to handle one single item different than another.
I also fear marking something as fragile makes it a target. Ask anyone who works in a restaurant how much they like seeing special requests, you become a target.
Just pack it so well it doesn't need to be marked fragile. In general UPS deals with heavier items so if you send something light it is more likely to be crushed by them than by sending Post Office.

If it is breakable (I ship alot of glass and other breakables) I will mark it as fragile. I know they don't read all the boxes but I fear what they would do if it wasn't marked. But at least handle it with care when I'm standing right in front of you. :D
i've had the PO tell me numerous times that they won't insure trading cards because they're just a piece of paper and they don't insure paper

Maybe having insurance and signature confirmation is a clear sign that it is valuable, I'm just saying you can't trust anyone :rolleyes:.
I live in a very rural area of California and all my packages have come on time this month.

called the PO again today, gave them tracking # and to my surprise at 4AM TODAY, the card ARRIVED at the PO of the town where the package is going. so it should be delivered to him today. cant wait for the negative and 1 star DSR for shipping and all that for something I couldnt control

Dude, but I am so glad you're not going to have to go through the whole process of trying to get the insurance claim. Also, even if you don't want to, it might be best to send a kiss #@#@#@ e-mail to the buyer and let him know again that it wasn't your fault and you did everything you could to get him the card and you hope he doesn't give you negative feedback. Negative feedback sucks so bad so it might be worth it.

IF the buyer isn't a complete moron he will see the date that the package was postmarked...You can't control anything after that, Buyer should be happy to receive...Now you have the hope the # will work as say delivered so you can put it into the Paypal claim
My question is how in the world did that card only fetch 965? The regular 9.5 auto sold for 440 at auction...Weird, buyer better be very grateful to get that card and at the price, so he better not screw your DSRs

it was 7 day and ended at 9pm too. idk why so low. another sold about a week later for $1850

I also agree tht for that price you shouldve bought the whole 9 (insurance and signature confirmation) if this was sent in the US. If outside the US there are other methods that protect you. Happened to me a few times and let me tell you that it depends on the buyer! I've had some that were very understanding as they've sold on eBay as well and have had things like this happened to them before, but some are just jerks and will leave a negative without a care in the world. I just end up blocking them from future business.

With sig confirmation with USPS can you ask for it not to be delivered? If paypal has already refunded the money and the buyer already left a negative feedback, I would just do a new auction and hope it goes for more than the $$$ in fees and insurance from this fiasco. I know you can do that with UPS, just not sure of USPS.

Oh man, the buyer would SOOO regret filing the claim if this happened, because that card is worth probably double what OP sold it for now.
In any event, glad this story took a turn for the best, and hopefully you can get it back!

Ok, another "dumb" post. So he can't grasp/understand English, that makes him dumb? I don't understand many languages, and if I had to deal with something having to do with one of those languages I would have trouble as well. Certainly doesn't make me "dumb." Additionally, if it was as "simple" as not understanding a language, then it has nothing to do with being Latino and therefore you could've excluded that. Not all Latinos fall under your stereotype.

Not to side with they buyer, but I just had this happen to me when I bought a card off a friend of mine. I paid for the item, he sent it with sig confirmation and ins. The card has said out for delivery since the 9th of December and I still don't have it. Also as luck would have it I bought another card off ebay and it says departed a PO an hour from me on the 19th of Dec. and I don't have that one yet either, grrrrrrrrrrr. Hoping they are just running reallly behind in Ca
Many times when it says out for delivery it actually means they attempted delivery but the person wasn't home. They either left a note and it has been waiting at the post office since, or in the case of rural towns they sometimes plan to attempt delivery the next day and forgot, still leaving the package at the post office.

I work for the P.O. when you went to the clerk, you must have gotten the receipt, and the corresponding colored receipt for the insurance. If the insurance reciept color is blue, the item was over $200, and must be signed for. The scan is scanned when the item is paid for, and in when it arrives at the po, and when it is signed for. Only then will it be updated in the system. If the person want home for delivery, a notice is left. You wouldnt believe how many people dont go to the po to get the item. And btw....most if not all packages are shipped on ups planes. As for the reciepts you got from the clerk should have been stamped with the date shipped. Case closed.

The most expensive card I've ever sold was a Sam Bradford RC AUTO for $120 and I was super nervous about the whole transaction.....I can't imagine selling a $1,000 card :eek:
