Which company should I choose (PSA or BGS) to get a Topps Gretzky RC graded?

PSA is better to use for vintage grading. Go with them.

Is it true that you must join a club to get a card graded by PSA? So, you have to pay to join and then you must pay again to get it graded?

I think that is the case, but with your subscription you get some vouchers for free grading. Check out their website; I was a member a few years ago and had 3 rookie Gretzky cards graded with my initial subscription. I think at the time they were doing like 8 free with a platinum subscription. You get a monthly mag and full access to the website inc. pop reports and the psa set registry. It's been a while so don't quote me - just check out the site.
Good luck!

No you do not have to join. When you join the club you get access to the monthly specials. You can still pay the regular price and not be a member.
