Could Topps ultimately buy out Panini or UD and make licensed products such as NT or Exquisite? I'd like to have some hope. Also, if there wasn't a buy out could Topps rent out their license?

It could, but wont happen
Why wouldn't they just make their own version of NT? Nothing is stopping them except their own limitations and breaking out from the same names we see every year in their products. They'd have to open up the pocketbooks and buy stuff of guys like Satchel Paige and Dizzy Dean, then put them in every other box. I don't think they'd like doing that. NT is a great product but man, you have huge names coming out of practically every box. I don't know if that is a feasible long-term business model.

So true. The reality is, a company like Panini has to go overboard like they did with NT to make a splash and compete. But there are a finite number of pre-1960s jerseys and autos out there.
Don't get me wrong, we'll always see a ton of some legends (Bob Feller, for example) but there really aren't that many Walter Johnson jerseys or Miller Huggins bats out there.

Panini is a huge company and is probably bigger than Topps. It has annual sales near $1 Billion due to its presence in Europe. I don't think a buyout of Panini is coming anytime soon.
Upper Deck is another issue, as I had it pegged as practically bankrupt until yesterday with their announcement of the MLBPA partnership. I'd still have to imagine they are a far less stable company than Panini, with less cash flow.
