2013 Bowman International Packs?

I bought 4 rack packs of 2013 Bowman today, and 6 of the packs had all International cards instead of the base. Anyone else notice this? Definitely cannot complain, just found it interesting.

Because rack packs consist of two separate packs connected as one.

Edit: I guess three packs.

4 Rack Packs = 12 Packs

No, I haven't seen that. I opened two rack packs tonight and got 3 state/hometown parallels, but nothing with all inserts. Either way, good job. :)!

You get 3 packs per rack + 1 pack of 3 purple parallels

And they were in different packaging by the way. It was the same exact thing as a rack pack except they were in like a cereal type box you see those 72 cards in 2013 Topps come out of for $10.
