So, now a buyer can make multiple offers to different sellers, and - even if they are accepted by the seller - the buyer then has to accept that acceptance again? what genius came up with this???

So, I have two items that had offers that I accepted - yet none have actually sold ... both are now waiting for the "buyer" to confirm the deal or to pay ...

lovely ....

Sorry to rant, but now it seems a sale isn't a sale even when both parties agree

They announced this months ago:

eBay Seller Information Center: 2013 Spring Seller Update: Unpaid items (http://pages.ebay.com/sellerinformation/news/springupdate2013/unpaiditems.html)

Beginning in May, eligible fixed price listings and auction-style listings purchased with Buy It Now will remain for sale unless the buyer pays right away. This change will be rolled out slowly over the course of the year and will eliminate a significant number of unpaid items on eBay by the end of 2013.

Beginning in May, in the Computers & Tablets, Jewelry & Watches, and Art categories, when you accept a buyer’s Best Offer, the item will remain for sale until the buyer commits to buy, and in most cases, pays.

They must be expanding it to more categories.

I must have missed it...I can see the benefit of it - since I wouldn't actually get fee'd until it truly sold ... still, I could see people just making offers all over with no real plan to purchase since they jus wouldn't ever do second confirmation

This is a good thing. It will hopefully spur the buyers to pay quicker since anyone else could swoop in and buy the item out from under them if they don't pay. And if it really is a deadbeat buyer, your item stays available for sale, and isn't moved to "completed" as it was before.

I sold an item, under the new best offer feature and I still had to file an unpaid case and relist it. The item doesn't remain available for sale until the buyer pays, it only remains available for sale until the buyer accepts the offer a second time after the seller confirms it. In my opinion, this just gives more power to buyers.

Just another example of eBay trying to be a retailer and not an 'auction house.'
