Thief/criminal eBay seller: Mind-yurown-bidness

Shipped me a parcel that felt full, with extra tape on all sides. When I opened, there was an empty plastic deliberatly placed there. When I started a claim on eBay, seller responded saying I was lying. Left him a brutal negative, but providing fair warning here as well.

Total scumbag be warned.

There doesn't seem to be anything in his previous feedback that would indicate dishonesty. 12 years on Ebay with all positive until your negative. Not saying he is innocent, but is there a chance someone at the USPS opened and resealed the envelope(hence the tape on all sides)? Just does not seem to fit the scammer profile.
