eBay Bid exception...

Anyone know how I can add a user to a "bid exception" list? I know I seen this somewhere on the eBay site. I have a foreign user who would like to bid on a item. I have US only for shipping. However, I will ship to this person. Anyone know where the bid/user exception is on the site?
