Limit as to how many items you can purchase from a seller on eBay??

Has anyone ever not been able to buy cards because a limit was set by the seller of how many purchases can be made? I got this message after bidding on two items I won;

Never found it as buyer. I don't use it as seller.

The seller, has a lot of negative or neutrals?

There is a block, and if the seller messed up when he set up the listing he can easily exclude buyers with lots of feedback. I used to have it set to keep those with less than 5 feedback from buying lots of FP items then not paying. But it kept defaulting to excluding all bidders.
