I have been debating on opening one of these for over a year now, and I just decided to take the plunge.
I am open to any fair offers...

I thought they were doing away with Ebay stores come April when they change the whole selling structure?

Stores will be a (membership fee) end of March but still a store I guess.
Just remember the store fee structure is changing the end of this month.
If you have item marked as "List until sold" when the new fees kick in they (Ebay) won't worn you. They will relist at new rate not the $0.03:
$0.20 each for basic store $15.99 a month
$0.05 each for Premium store $49.99 a month
$0.03 each for anchor store $299.95 per Month.
I've had a basic store forever, don't know if I will keep basic or upgrade to premium. Comes out about the same depending on how many listings you do a month.
Nice thing about the new store program is all your items will show up in searches. Now if you have a store the only way folks see inside your store is through one of your auction listings or if less than 10 total of that item are listed on the entire site.
If you do less than 100 listings per month don't get a store, you get 100 auction style listings free every month.

I plan on listing around 150-200 items in a store. The lowest will be prices is probably around $9.99. Do you think the basic or premium would be a better option?

Use the link below but you have to be honest with yourself when you do it. It depends if you are also going to do auctions and how many.
The basic store looks good if you do 150-200 every month plus regular auctions.
Basic 200 @ .20 + 15.95 = 55.95
Premium 200 @ .05 + 49.95 = 59.95
FVF are the same

Ebays new GREAT LOWEST EVER FEE REDUCTION structure.
Use 250 auctions total per month, 100 auction, 75 store and 75 bin.
Under the old HIGHER fee system with basic store total cost (without fvf):
$58.45
Under the new LOWEST EVER FEE REDUCTION SYSTEM:
$57.45
FEES WENT DOWN $1.00:flex::flex::flex::eek::devil:
The whole program is geared towards the BIG sellers, to be fair there are some good things about it though.
I just did my first "sale set up" in my store.
Check my listings, as I am running free shipping for the weekend on a lot of items. :)!
