Paid for a card on eBAY 11/19 and just got it today 12/6. The seller lives in Michigan, I live in Indiana. Charged $2 shipping. Package received today with 2 Forever stamps and $1.15 postage due. I've never seen this in 10+ years on eBAY and I've bought a lot of stuff. I sent the seller a message asking for explanation. Am I wrong that I want to leave a negative?

It doesn't sound like you had a positive experience to me Brian. And his explanation doesn't matter being that whatever he says could just be a lie.

I think maybe contact the seller, if you haven't already, and try to work things out. Maybe he could send you a couple of bucks on PayPal to even the deal.
I had a guy leave me a negative and I would have been be more then happy to work things out. But he never asked...

Seller definitely deserves a negative, not only for the slow shipping but for the postage due. What a tool!

I would not jump right to a neg without trying to get a resolution. Negs can reflect just as bad if not more on a buyer than a seller. I would defintly ding the shipping and handling DSR though.

Never saw where the OP mentioned when it was shipped.
I had a priority package I shipped on November 15th finally arrive in Dallas today. That is 137 miles.

Many people are okay with slow shipping as long as there is communication. Sounds like the seller did not communicate with Brian at all. That is just as much an issue in my mind. Also add on that shipping was due and I really do believe a negative is due to show the seller this is not how you deal.

Yes I stand corrected, it says paid on 11/19 stills seems like a long time from state to state if you ask me.

Where did the OP say he sent the message about the shipping time? All he says is he just sent the seller a message. Ebay states a buyer should give a seller 48 hours to respond. So its possible the seller has not even gotten the message yet. Also sometimes Ebay messages can take forever to move between member to member.

I just want to add that should the seller not respond within 48 hours and give a refund for that amount then he clearly deserves a neg.
Keep in mind to right now there is a major winter storm across the center of the country and many people are without power or any means to communicate.

So its possible the seller has not even gotten the message yet. Also sometimes Ebay messages can take forever to move between member to member.
I sent the seller a message last week and the response was "Yes, it was shipped the 22nd of November. Probably come this week sometime. Mail system is crazy this time of year. Please let me know when received."
Now that I read that, he lied about shipping it. See shipped date above. I am waiting to hear back from them just to see if they remember saying it was shipped Nov. 22. I'm leaning towards a negative.

Another thing about the shipping cost if you ship a padded envelope that is less than 3/4" thick some POs will let it go through for .92 cents. Then when it gets to another PO they will add a charge to it. You say is was 1.15 ok add .92 to that and you get 2.07 which is the retail rate of a padded mailer without tracking paid for through the PO.
So it could also be his PO goofed up. I would really wait for him to respond. If you neg him before you get a refund you just about guarantee you will not do so something else to think about.

OP just neg the seller. You should never receive a package that has postage due when you the buyer has already paid for the shipping.

I paid $2 for shipping. He spent $0.92. Plus I paid ANOTHER $1.15 postage due. So he spent $0.92, and it cost me $3.15 total.
On a side note, the seller just responded. Said they work 6am to 6pm everyday and can't make the post office. Then assured me they mailed it 3 days(paid 11/19) after I paid, even though it's postmarked in Dec.
No more replies needed, I will just neg them for lying. Not at all interested in money back at this point.

You misread what I was saying. The sellers PO could be the one who goofed. My local PO used to say that all bubble mailers with sportscards could be shipped for .92 cents, while the one across town will say the same packages must ship at the first class parcel rate which is 2.07.
I was not refering to what you paid. The seller owes you the difference, but I would consider how they handle it before casting your vote to have the seller kicked off for what could be a post office goof up.
I used to send out bubble mailers that were not 3/4 thick with tracking that is something some will allow and others wont. If you get popped by one of those who go by that your buyer may get hit with a 4 or 5.00 upcharge, because to use tracking the item must be more than 3/4 thick or be shipped priority so the buyer gets to pay the difference on that item.
I have had this happen a couple of times and have never had an issue getting the seller to refund and have never left them a neg .
Since he did not say anything about the shortage then he deserves a neg. He should have refunded that right away.

Brad68to96, welcome to the postage due experience.
I had a similar issue years ago in Yahoo Auctions. It was a postage due for $5. I just took a photo of the package with the postage due and ask for a refund. Obviously the refund as gift. The seller accepted his/her mistake without ignoring me or sending me "f#$% you" message.
HomeTeamCards, I recommend change the "Will usually ship within 2 business days of receiving cleared payment" to 3.

Agree. I noted that some Postal employee act like a judge, but don't even know or understand the rules of USPS. The most common error is not accepting that a package can be an envelope not a box.

Speaking of postal employees being a judge. We have one local clerk who if you bring an item in a padded flat rate envelope and it is not FLAT she will argue you cannot ship it that way. This even after her supervisor has told her as long as it would seal on its own without requiring tape then it is ok, the supervisor also told her using tape is ok, as long as the package would close and seal without it. She still tries to tell people the item has to be flat.

In my opinion its not worth arguing to save a buck. Customers are more than willing to pay $2.00 shipping for bubble mailers with adequate protection.
Its never worth sending a card in a PWE unless the two parties agree on the terms.
However I hate to say if you are paying less than $2.00 for shipping, than more than likely its coming in a PWE.
