the white part on the patch, seller told me that the patch was not centered. is this considered damage?

I wouldn't personally consider it damaged. Having said that, I wouldn't buy a card with a patch non-centered like that so I guess it might as well be damaged.

about to offer $200ish and if anyone thinks thats fair for apparently a damage card?

It actually looks like its just a part of the paper area from when the window was cut and it wasn't clean cut and just tore off. You could maybe carefully cut that remaining paper part out with an X-Acto knife or something and it would be fine IMO. Not damaged, just a slight defect that is repairable.
