so i sell a reggie jackson rc auto a couple weeks ago to a guy in the Philippines and he opens a case against me for item not received with no prior contact with me about not receiving it yet,so i refund him thinking maybe it was lost in the mail and i didn't want it to reflect on my seller performance.The very next day after i refund him he sends me a message that he received the card and he would like to pay me for it.so i send him an invoice (which he still hasnt paid) and i contact e-bay with hopes of removing the open case strike against my record...they say that even though they see the emails back and forth from me and the buyer that they cannot remove it without a tracking number showing that it was received even though they see that the buyer says he received it.

Unfortunately, registered mails here in the Philippines seldom are marked as "delivered". It's a reason Philippines are amongst the most untrusted members on the trading community.
I'd personally rely for the feedback of the eBay buyer on his reliability from around here. our Philpost website does track the item though once it arrives here similar to when we send to the USPS. The difference is that USPS marks the items as delivered thoroughly while ours doesn't immediately update. There are some times though that it's marked as delivered after months... very strange system.

It will only get worse. In January eBay announced a 7% cut in staff (2,400 layoffs) to occur in 2015 in anticipation of the Paypal spinoff.

Did you speak to someone in the US?
Call ebay and make sure you try every option until you get to a US person

Its incredibly difficult to sell anything cheap overseas because the only service that is tracked according to ebay is priority mail which is over 20 usually.

Even then....its gambling when shipping overseas (especially Asia)

I would agree on this. The agents in the Philippines can't get anything done. All they would do is read what's in front of them. Sadly, I've encountered this numerous times already from my calls to them.
