Lifetime ban, all records stricken from the record book and all Super Bowls vacated.
I mean he may have told some ball boys to make balls as close to 12.5 PSI as possible. That is absolutely inexcusable and has tarnished the game forever.

“In general about what happens after events like this happen, you start to wonder,” King said. “Part of me wonders whether I’m being used. But part of me also wonders whether somebody very early on in this investigation was just very sloppy and walked out of the stadium that night and said ‘X’ numbers of footballs had been tampered with like it was gospel. When in reality now that we know, if you average out the 22 measurements with the two gauges, you average out the 22 measurements and it averages out to 11.30 [PSI] on the Patriots’ footballs, which, according to the ideal gas law, they could have been as low as 11.32. And you do not give one of the biggest sanctions in the history of the NFL — maybe the biggest if you include that you’re whacking Tom Brady for four games — you don’t do that over two one-hundredths of a pound per square inch.”

Well someone did complain about the Patriots. And during the investigation both the Patriots and Colts had balls that were not properly inflated. It is called discovery, and they discovered that the Colts "cheated" too, or you know weather and science.
So where is the Colts punishment, which was the original question. Where?

Berman used the word alleged many times in his ruling for a reason. Most importantly he stuck to the process issues as he is required to do in an attempt to protect the ruling against appeal as much as he could.

A line of questioning is not an opinion. His opinion is captured in his final decision.
"the investigation concerning allegedly deflated footballs used during the AFC
Championship Game on January 18,2015"
"During the August 19, 2015 oral argument, it became apparent that no specific determination was made either in the Vincent's Disciplinary Decision Letter or the Goodell Award as to what portion of Brady's discipline was attributable to alleged ball tampering"
"It also cannot reasonably be used as a comparator for
Brady's four-game suspension for alleged ball deflation by others"

I still cannot understand how ESPN or the media hasn't picked up on the messages about the balls being 16 psi after the game. The very game that Brady was visibly upset on the sidelines about the balls. They take everything those ball boys said as gospel, yet they did not go further in to this issue. To me, this is one of the reasons I realized it was just a witch hunt against the Pats. They didn't even both to take an objective approach.

Because it doesn't fit the NFL's narrative that the Patriots cheated. If the PSI of the footballs was such a big GD deal, there wouldn't have been footballs tapping in at 16psi. But, that would just show that the NFL was completely inept at making sure ALL footballs were up to specifications. You know, the "reason" the NFL implemented rules for actually ensuring the game balls meet the specifications in their bylaws.

So, if a ref measures a ball at 16 psi, and deflates it down to 13.5 (high end of the rules) and at the end up the game it measures in at 12.4. Is the ref cheating for that team? He did after all deflate the ball.
Or you could use the same for the "deflator" he did put the ball within specifications that the refs clearly cannot and didn't care about prior.
Who was the one cheating that inflated the balls far above the legal limit than any of that pats balls were below that limit

No you are still not seeing the whole thing. Your taking some of the points someone on twitter captured during the hearing. I am actually talking about the full text in the transcript. The full conversation between the Judge and NFL on 8/12.
I will provide it since you do not seem to understand. It goes back even more an it is in line with a conversation about the Wells report and it's findings. The Judge is trying questioning the NFL on the findings.
"THE COURT: And the allegation is, if I remember
correctly, that Mr. Brady was intercepted and somebody from the
Colts caught the ball and determined, I guess in some fashion,
that this ball was unusual or underinflated, turned it over to
16 people up the line and they inspected it and they found that
that ball, and others, were deflated. That's the whole story
because, in fact, at the halftime after they made that
determination, they reinflated the balls and the game resumed
and, ironically or not, it turns out that Mr. Brady did better
with the higher inflated balls than with the underinflated
balls.
So, you might say that he got no competitive advantage
in one sense, from the underinflation, right? Because the
statistics are, I think this is from the Wells report, he says
specifically in the first half Mr. Brady completed 11 of 21
passes for 95 yards and one touchdown, and in the second half
he completed 12 of 14 passes for 131 yards and two touchdowns.
But, anyway that is right, that is the offense we are
talking about what happened, or Mr. Goodell is saying that in
that interim period Mr. McNally, perhaps with the involvement
of Mr. Jastremski, came up and in fact deflated those
footballs, in fact Mr. McNally did it in a bathroom in the
approximate span of a minute and 30 seconds or so. That's what
he found."
